Port Size Advancement

I accidently increased the port size twice in a turn. Recently I started a 1941 small fleet hotseat game. Earlier while playing the allied turn I received the turn report and it shows Suva's port built up to size four. Excellent! Later during the same turn I had to save and exit the game before finishing the side. Tonight I loaded up my saved game and noticed the turn report shows Suva's port has been completed to size five.

This is not normally a problem as I usually finish a turn, save and log out before hitting end turn. When I start again at a later date I pull up the the save file and hit end turn before starting to play. I do this so I can see the friendly shipping PPs in the shipping lanes (they do not show until you hit the end turn button) and to keep from losing track of where I leave off. The port does not advance in size, twice a turn, using this approach.
