DE 106 fires - Iraq at 99% mobilization doesn't enter next turn

In one of my current games DE 106 (Iraq) fires for the Allies prior to France falling, the Indian troops appear. The next turn Iraq doesn't enter the war for Axis its still at 99% mobilization. My opponent attacked Greece the turn right after DE 106 fired, is this why?

I believe Syria also swung towards Axis.

Can you let me know if it entered on the next Axis turn?

I believe there was a change so that countries only enter on the turn for the side they will be on, when it is from mobilization >= 90% so as to limit those instances when they were previously joining less optimally, on the opposite turn, and could be attacked before they could actually do anything etc.

I would think that would be the turn right after the DE fires not the second but we'll see.

Worked the next turn. Don't think I've ever seen this including in this version. Not that big of a deal except by garrison is out of supply.

Off hand I would say it shouldn't as the change was made specific to mobilization entry and ensuring entry on the appropriate turn.
