What is the purpose of LW Kdo East HQ?

What is the purpose of LW Kdo East HQ?

I'm playing the 1941 Campaign as Germany and I have been wondering how I should use the LW Kdo East HQ unit. Is it similar unit as Luftflotte 1 and Luftflotte 4?

Yep, it replaces Luftflotte 2 at some point.
