Thai Oil Production?

On turn 4 of this first run-through of the campaign game I notice that Thai oil production is 23 with a stockpile of 51. There are no oil resources in the country. How is this Thai oil appearing and how can the Japanese access it? Oil does not seem to appear with Thai convoy trade.
