Serbia can research Airships but cannot build them?

We discovered this in our game and surely this makes no sense? The AI would spend on research that it cannot build?

Of course, this raises the question why can't Serbia build an airship? They can build an artillery unit and it would be very useful for them for spotting. Was the technology beyond Serbia in 1914?

Probably not so much tech as industry. Serbia in 1914 lacked a significant domestic military-industrial complex. Frankly most of Serbia's artillery pieces at the start of the war were French Schneider-Creusots or whatever material they had captured in previous Balkan Wars. Even the majority of her artillery shells were obtained from France and Russia because the Serbian military arsenal at Kragujevac couldn't turn out enough shells to keep the Serbian Army supplied.
