Problem with small fleet scenario
I was not sure but I have checked. I am playing the small fleet scenario.

But, somehow I was able to stack five groups in one naval stack. I will try in hotseat mode.

Maybe it happens when enemy ground units capture a port that you have >3 ships in and it pushes them out then.
