Playing with Adaptive AI, the game engine default probability is overridden with Nation specific propability modifiers. Those are much higher, for NVA for instance it is 63... Watch out for those IEDs as a Side A player!

To make a further comment on this, the IED probabilty modifier is higher than 10% for all nations involved. This was a war where IED where ever present, it will show in the use of them as well.

I know of course one has to imagine
that a mining laying operation may be disrupted
and therefore not always 100% sure
and every turns is only some
x numbers minutes (cant remember the exact number)

As you can see, for most nations, the set IED probability is around 50/50, and is significantly higher for the NVA (and VC and VM). The 10% figure in the Manual is an error and will be corrected.
