Overrun possible at less than 7-1

I just had two UK corps with around 15 strength points each overrun at 4-1 odds in both cases. The manual (print version in game) says overrun is at 7-1. Has this changed? Are the conditions of overrun more than just an odds consideration?

Alvaro is looking at it for Warplan too. It is a problem that was introduced by the latest patch.
