bug with increasing port size

I just noticed that loading a saved game will trigger the port size increase check, so if you save and then load again you can get multiple increases in one turn. In my current game when the Feb 15, 1942 turn began the port of Manus had not been upgraded and was still a 2. After a while of fiddling with units I made a mistake and had to reload. I then noticed that in the turn summary at the start of the turn the port had been upgraded to size 3. I shrugged, saved the game and fiddled with units for a while more. Then I reloaded and voila, another upgrade, now to size 4. The turn summary actually shows both upgrades, back to back. Reloading a save doesn't always trigger an upgrade cycle but it shouldn't do so at all.
