Fatigue and Ground Attack

At what level of fatigue/disruption is ground attack fruitless. In the resolution phase some unit's combat value goes to zero (when they normally would have assault value of course). This seems to happen at something over 50% fatigue and disrutption but Im not quite sure...Ideas?
