How to create a reduced unit?

How do I go about placing a reduced unit on the map? Do I have to create it first as a historical model?
For example if I wanted to place a Panzer division that only has four remaining panzers?

After deploy the unit on map you must use the scramble table to reduce some % from the full strenght !
