What Soviet leaders have you seen that gets promoted the most in respective categories in the game?

It is random and fairly rare, based on wins. You are unlikely to have many promotions during 1941. If you want to get a particular leader promoted, try to get them lots of wins and few losses (obviously assign your good units to them). But even with that, you probably won't get too much, and there is a limit to how high some stats can get promoted (I think up to level 7 or something?)
