SOLVED 4.4.1 MIL(0) not counted for gearing limit

It seems, "V" marked units do still not count towards their respective gearing limits?

It seems that unit is a volunteer that you get for free (hence cost 0). That unit, I believe, pops up without having to be "built" strictu sensu. Yes, it goes to the circle, but most probably it is not affected by gearing limits.

The point is, such a unit should still increase the gearing limit for next turn, but it seems not to do it.

MWIF is correct.

RAW:

During any production step while
this city is controlled, that major power may place that unit onto the
production circle as if built that turn. They are free the first time
they are purchased and do not count for gearing limits.
