Points based force composition system for Blue side / Red side in CMO scenarios

This is a question for CMO Scenario builders, namely have any of you ever thought of
setting up a points based system for say a naval wargame where different ships, aircraft
and weapons are all given scenario force composition points; depending on their strength
weapons available to the forces ship, sub, aircraft & their bombs, missiles, technical
ability, range etc, etc.

The goal being that both the Red and the Blue forces each field units made up of
( for example ) 3000 points, in order to achieve balance in the wargame but as
we all know the Blue side could see more surface waships but less subs while the
the Red side could be fielding more subs but less warships and the same variety
of composition in warplanes etc, etc but both ( on paper ) being 3000 points each
at the start of the scenario thus reinforcing the need for Strategy & Tactics to
win the day.

Anyway it would be interesting to know if scenario designers have incorporated their
own points based system at the start of their scenarios where the two sides ( at least
on paper ) are of equal strength and ability.

This isn't exactly what you're describing, but "purchasing" units is a feature in several scenarios that I'm aware of. For example, in both Northwest Pacific Shootout (Standalone), and Broken Shield 300 (Live DLC), additional units can be acquired by the player in exchange for victory points. In the scenario Seven Days in October (CSP), which takes place during the Cuban Missile Crisis, the player can choose to mobilize additional forces in exchange for raising the tension level (the amount it is raised by depends on the unit), which in turn influences how the scenario will unfold.

I think that would be a difficult task.

As stww2 says there are several scenarios, a good half dozen of mine where the player has an option to 'purchase' more units at the cost of Victory Points. I like this option as it gives a player more choice and I try and make the VP value both meaningful and balanced.

A point purchasing system is great and really adds scope to user built random scenarios (Combat Missions comes to mind, but many others). However, I think it would be easier with relatively few unit types in a fairly controlled environment - yes CM has hundreds of options, but CMO has thousands.

An interesting idea, especially linked with the 'Quick Battle' option. But tricky.
