How does the reinforcement table work?

Im trying to have units enter on later turns. I "think" Ive setup the reinforcement table correctly, but the 9th Panzer division and subunits appear at the start of the game where I placed them in the editor.
I checked the other scenarios and none of them use the reinforcement table. Which makes me wonder if it works, or am I doing something wrong?

Remember reinforcements come in by playing a card. There is another table the "mapunit to reinf unit card table in the VR Basic Lib. I am not sure which table you are showing.

He's using the Reinforcement Units Table; it should work, but one has to specify the capital (the main supply cities/towns) as well.

The Capitols is something Im unsure of. Specifically the capitol category, what do the numbers mean?
