I'd rather add a 1 AP cost to Russian disband - so that they do not disband all the Fortified Zones they create already for cheap or the starting ones on map and to 'restructure' the Red Army may take a bit longer.
And keep German disband costing 1 AP.

Bumpski is this hardcoded both ways? I would love to experiment with no axis disband cost or soviet disband cost.
