A single ship reducing a port

Did something change in an update? It used to require two ships to reduce a port, yet this CA has reduced my Axis port. No red zones around port for "mining".

its just that port

all other need 2 Ships to lower the Portlevel

It probably acts as the ports with the red dots around it (Cape Town for instance).
You get a message as US that you can block the port when Peru turns to the axis.

Its a event. Peru join Axis you can embargo peru with one ship at that harbour.
The City and HArbou are reduced to 0 iff i remember correct.
