Incorrect report

This report says that Japan has 35 points of air. The actual amount that I have is 39.

No. This is the China '37 scenario. I have exactly 2 air units, both shown in the posted image. One is at 20/20 and the other is at 19/20. I also included a save file for you to use in debugging.
