Airbase autobuild to 3

Simple suggestion: When ordering a new airbase, it would be nice if I could set it to automatically build up to maximum. That way, the player doesn't have to check every airfield on the frontline each turn to check if it has finished it's current level. It would save a lot of clicks for the Soviets once they go on the attack in a region and they suddenly want to build a mountain of forward airbases.
