If an Axis player leaves Liepaja open to operate in the first move of Barbarossa then the Russian AI will move a unit in and this triggers the German Volks.

The script to trigger this should be tightened up a bit.

It's set to check for an Allied unit within 4-6 hexes of Konigsberg, but only from January 1942, so I take it there's a rather late Barbarossa here?

Perhaps reducing the range by 1 will help prevent that. I've made a note to do this.

No, the unit was dead by then. That's odd. I will have to watch for it.
