Naval invasions from Sevastopol/with city forts don't work

Since the Soviet Black Sea Amphibious Fleet starts in Sevastopol, Sevastopol would seem to be a natural place to do a naval invasion.

If you do this in Sevastopol, then the 3 unit-stacking slots in Sevastopol are used up by the Amphibious unit, the Coastal Guns Fort, and the City Fort, leaving 0 slots for any units outside of the city fort.

However, if you attempt to launch an invasion, and have infantry divisions in the city fort, then it doesn't invade with the infantry. Instead, it apparently tries to naval invade with the coastal fort unit. This takes the target hex, but then the coastal fort goes back to Sevastopol...

Obviously a strange situation, presumably another thing stemming from city fort weirdness.

Thanks for the report, I've added this to the bug list. We will eventually block the Fort type units from being able to prep or amphibiously land. In the meantime, players should obviously avoid doing this. :D It appears that units in city forts won't invade (although I see prep points being added to the units). It's not intended that they can prep or participate in an invasion, so glad they aren't doing so. Players will have to remove their city fort and/or the fort unit in order to stage an invasion from the port.
