Add Finnish corps to a map if Leningrad falls

Message with Leningrad fall tells that "I Fin. corps becomes Fin. Expeditionary Corps under direct German control and available for on map operations."

But there is no Fin. Expeditionary Corps, I Fin. corps is still in Finland and locked.

Add this corps to a map. And deploy it with a Finns in Leningrad area. Why do they arrive in Rostock?
