Artillery siege mod

It was mentioned by EwaldvonKleist, if I am not mistaken in some AAR, that it would be nice to have an option to bombard defenders with an artillery only, without actually attacking that hex.
Maybe it is not good idea to have such ability for any hex on a map, but HQs which units are adjusted to a hexes with enemy cities/urban/heavy urban can have such ability to use their artillery.

Artillery units can do that already.
But that's just for the massive Arty On-Map units Soviets have.

How they can do it?
Are you talking about that divisions or brigades that Soviets have?

I am talking about artillery support units in a corps for example.
I want to bring my long range artillery and hit fortifications without actually attacking that hex.
As it was IRL with the sieges of big cities, like Sevastopol/Leningrad.
Defenders use counter artillery also. If they have enough range ofc.
