4.4.1 (Debug). Free France RES Lending Bug

1. France (last turn) sent 1 oil and 8 BPs to the CW.
2. Vichy was declared during the conquest phase of last turn.
3. All French colonies/territories went Vichy so France was completely conquered.
4. Last turn's France to CW trade is still enforce as Free France to CW (i.e., 1 oil & 8 BPs).
5. However; because France was completely conquered Free France doesn't exist and the Free France to CW trade agreement cannot be deleted or modified. This is because Free France doesn't appear in the "Choose the new Deciding Major Power" form that pops up when you click the "Switch Major Power" button in trade agreements.

2. Just end the remove air units phase for the USSR to jump to the trade agreements phase.

I have that bug as well , in my case I made France send 15 BP or so (didnt want to make calculations so i made it a huge transfer) and years after that, and years after Vichy (and no Free France either, for what may be worth) , the temporary agreement with France (I believe France, not Vichy, not Free France) is still listed, though fortunately no BPs are transferred from where there are none, of course.
