1.06 transports massacreing subs

I seem to remember reporting this before. Doesn't seem fixed. 4/10 strength embarked HQ killed one sub group and 2 damage on TWO others while surprised.

Using 1.00.07 patch, I have tried several times to reproduce but I can't.

If subs achieve surprise, they are doing 6 steps damage to the transport. Otherwise, they are doing 3 steps damage.

For me, this is fixed with 1.00.07 patch.
