[1.10.07] Misleading UI in zone items screen... or off-by-one error?

This is not the first time I have spotted this error in the wild, but I now have enough understanding of the way the SHQ moves materials around to tell something fishy is going on.

The question is this: why does the zone send 19 IP back to the SHQ when it can only provide 124/125 IP to its construction task? 144 IP was created in the zone at the beginning of the turn and 124 IP was in the SHQ to be delivered to the zone. Why is it that only the 124 IP already in the SHQ could be delivered to the construction project? (Note: This is a two-turn project.)

Theory: The UI is misleading about the order of operation between the SHQ and the zone. The actual order of start-of-turn operations is:

- IN: SHQ sends resources requested by the zone from the player-accessible stockpile.
- CONS: Zone spends resources on projects, drawing from reserve stockpile and the resources sent in the IN stage.
- PROD: The zone sends newly produced resources to the SHQ.
- STOCK: SHQ saves resources in the reserve stockpile for projects with predictable expenditures.
- OUT: SHQ sends whatever resources are left to the player-accessible stockpile

Idea 1: Either change the way this functions or change the UI to reflect how it functions.

Idea 2: To save the player both mental bandwidth and confusion, have the SHQ predict resource usage, pull resources to the reserve stock as constructions are started, and indicate when more resources are required than are available.

Idea 2.1: Add a "pause construction" button which uses 0% resources except workers -- per usual the construction workers get paid to sit on their hands for two months, but you get to redirect resources where they're needed.

It seems that the zone had only 124 IP available when production/construction phase was entered. Note it is actually storing 125 IP for the next turn.
