Issue with submissive scrap leader generation

Submissive leader cards generate under performing all-consuming power hungry persons who stutter incoherently in debilitating anxiety through their second attempt to order a salad.

Considering the specifics numbers I assumed something was a bit off, I played a "Submissive Inspector IV" card. No, I did not attempt to replicate, so it could just be a quirky draw. Also, I didn't realize the skill cap could be random despite being listed higher on the scrap card, seems to make them even more unreliable.
