CV fighter repair

I normally set all my fleets to do not repair / upgrade for obvious reasons...at least at the start of the game to save PP for air and land units.

What I noticed as the UK is...CV fighters will not be replaced if the unit is set to do not upgrade / repair.

IF I remember these should repair for free...if still true...they should be exempt from the do not upgrade / repair switch.
