Do they actually do anything?

Seems like they might not as the designer is completely ignoring any power they might bring in. Even for station etc that's always stationary (if that limitation is brought over from 1)

They do work for ships. If they're not moving, they don't use fuel (when near a star).

It can be problematic with stations though. Often they will not generate enough energy to cover the static cost, even if the design suggests the collectors should be generating enough. Presumably it has to do with distance to the star.
