Is there any way to easily find a suggested location for a resort base other than checking each planet individually for a scenery bonus?

Try shift+F5 to show known ruins.

These typically have a scenery bonus.
I've been beta testing myself for decades.

civillian tab has a tab for resort locations

Thank you for that.
Also not sure if it's a bug or not but as soon as I completed the first RB I started to receive a flood of suggested sites whereas before all I was getting was suggested mine locations.

i think they tend to suggest places if you have an idle construction ship and the cash to build the base.

Yes that's true and it would appear the ship must be set to automated as well.
