Refugee Fleet. What to do?

Encounter a refugee fleet. Text says:

"If we want to absorb these refugees into our empire and claim their ships then we should move towards their fleet."

Move WHAT towards their fleet? The exploration ship that found them is already there. I'm not sure what it is asking me to do.

I flew a military fleet into the system and IIRC I got a bunch of pop-ups saying the ships had been added to my fleet. Keep in mind if you don't need all the ships you can scrap at least some of them and you might learn some technology.
