[1.0.1.6] Final 3 wonders (commerce, medical, entertainment) and galactic administration partially broken

Hello, I've been playing first game and bought the second one on preorder and it's awesome, but I expected to find some things that are not quite right and I think I found one that is fairly important.

I got to a point of building all final wonders in my empire the Space Commerce Nexus, Koloros Medical Academy and Holographic Universe. Colony income and happiness bonuses seem to be working fine, but it's stated that each of those wonders should give +5% colony development level for each colony in the empire.

Also, after building Galactic Administration I didn't notice any effect to lowering corruption on planets in 2000M radius. This may be a bug too.
