Penang Naval Base; who turned off the gas pumps

Nazi Subs and couple surface ships in quite good condition survived the Battle of the Atlantic. Had nowhere to run, due to Allied build up. Decided to set sail for Penang, which produced the strength-3 sub. Problem. Supply doesn't work. What changed? No fuel or parts any more?
