[BUG - Version 1.0.2.0] Fuel Tankers do not refuel ships

Summary of Issue: Fleet Tankers do not refuel ships inside their refuelling radius, and this is not functioning in automatic mode or manual. This issue occurred with fuel tankers as part of the same fleet - removing from fleet does not resolve the issue.


Manually telling fuel tankers to refuel ships right next to them gives them the command, but the command is immediately cancelled and the ship goes back to No Mission.

Putting the tanker on automatic leaves them on Transfer fuel to X....
and the target ship is shown as waiting for fuel tanker. But no fuel transfer ends up happening and the ships remain stuck there.
