Late game save, game on Rule in absence. It gets better when I pause the game but the performance is just bad.

I saw that you have a very low clock speed. Is it an AMD GPU ?

If yes adjust the minimum speed to 100 mhz less then the maximum and it will correct it.

Out of curiosity turned off energy saving through driver and loaded this save. Got 5-7 fps just like topicstarter. GPU (NVIDIA 1650 super) load is unusual low (4-5%). CPU (ryzen 3600) load - 20%.

I have a EVGA 3080 FTW3. Runs smooth in other games.

I agree. I got a 6900 XT and it runs smooth in other games too.
