General not getting promoted

I`m playing the scenario Stalingrad to Berlin and are up to turn 44. Playing as Axis.

There has not been a single promation that I`ve noticed, but been 6 generals killed.

I`m aware that certain criteria need to be met but none at all seems odd.

As I`m still learning the game ( I have had WITE1 and WITW upon release and played them a lot) I`m on Easy level would that account for the odd behavior.

Why is this happening ?

could be a few things. Worth bearing in mind that everyone starts with 0 wins at the beginning of the scenario so performance in the early war is lost.

Some leaders have a cap on their promotability.

Manual (15.6.1) says its a test of wins vs political rating so its not automatic and the exact ratio not specified.

So its not keying off game difficulty level but it could be not enough wins in the context of the scenario, or bad luck. its also very hard to track as I think you just get a mention in the logistics report but no permanent record (unless you keep a list of their at start ranks)?

In WITE1 I role play by replacing any general commanding a korps who is promoted to Generaloberst. this happened a lot in wite1 but never in wite2.

anyway not having any promotions at all is odd afaik

worth bearing in mind that in a 1941 GC there are two differences to the StB situation.

First, there will be more relatively junior German officers and thus more eligible to promote. Second, esp early on, you get a lot of easy wins so the win rates for commanders are going to be higher.

I guess playing as the Axis I never really pay attention to this aspect as you start with a mostly decent cadre of army+ level officers while for the Soviets its not till 1942 is it really worth promoting the younger commanders from army to front and by then they have gained the required seniority.
