[1.0.2.2] Private economy not ordering intended amount of ships without reload

It seems that if you keep playing a game without reloading it at least once, the private ship orders are a lot lower than intended.
This is the second game now that I am experiencing this behavior in.

The attached game was started in 1.0.2.2. I mostly let it run on 4x speed in full auto, though building facilities and ships here and there.

Save 1 was the first save of this game that I reloaded. You can see the result in save 2 where the private economy suddenly spends all their accumulated money to order new ships.

You should be able to replicate this behavior yourself if you load save 1 or 3 and let it run for a couple of months.

Save 3 is an earlier game state than save 1, just to illustrate that if I had reloaded earlier, this would have occurred there as well.
Save 4 is an even earlier save. On this save it seems to take a lot longer for the private econ to make the purchasing decision. I've had 4 years pass once before they purchased. I tried to let it sit paused for a while and then let it run on 1x, but I didn't observe a noticeable impact on time to purchasing decision.
