[1.0.2.2]Tourism focuses 99% of Scenery, with no real impact from Distance

I noticed that all the Tourism of the entire Empire seems to go to one, single spot.
This spot is always the highest Scenery.
Distance seems to be used as a Tie Breaker, but has no impact on overall selection.
This is not how it worked in DW1, not how you indicated it would work like or how the Suggestion places Resort bases. So I asume this is a bug.

For example, I had locations with those values in a game:
- 2 with 8 Scenery
- 1 with 6 Scenery

Everyone goes one 8 Scenery Destination.

The other 8 Scenery is farther from every existing colony. So it is entirely ignored. I never got to test (but I expect) that a nearer colony would have gone there.

The 6 Scenery Location is closer to one planet. So much so, it is less then half the distance to the Scenery 8 Location.
Nobody goes there, despite it being that much closer.

I have also encountered this, every tourist in my Empire go to the same destination no matter the distance.
I assume this breaks the whole Tourism concept since the passenger only pay when they arrive (as suggested by Galactopedia). But they spend most of the time on the road, sometimes even across half the galaxy.

Actually it does not seem to go for the highest - what happens is a lot less sensible.

See at the savegame:
The Dispaly indicates and all 20 Tourist transports I check - literally every tourist traffic goes to the "Royal Casiono" in LO633. However, that is only 4% Scenery.

"Yaselur Sleepover" is a 19% Scenery. I am not 100% sure how long I got this one. But it should be long enough for at last some traffic to go there.

Here is my save,some 2000k~3000k tourists choose to ignore all 10 Resort stations and all meet at the captial planet.

26 resort bases, highest scenery (18% ) on home world and it's resort base, all 63 passenger ships transporting 1175K tourists, are heading toward home world (I've found only one heading for the orbital resort base):

As well, this seems to be behaving like DWU in that it pays when Tourists arrive and the tourists never leave. Eventually, the Resort fills up and stops generating money. The 'solution' was to destroy and rebuild the Resort and let it refill...

Was having a conversation about this on Discord last night. If the resorts actually fill up and don't empty, that would explain why tourism income never seems to grow no matter how many bases there are, and might also explain why passenger ships are traveling with few or no occupants.

A related issue was discovered: If a resort base is located at an inhabited planet, that planet's migration policy appears to affect who can visit the resort base as well. Unfortunately, the blocked species still has demand to visit the resort, and the result is empty passenger ships going from one planet to the other.
