1.0.2.4 Ghost Fleet not sending Ancient Legend communications

Just started a new game and when the Ghost Fleet arrives, they do not send a message asking for the $20k credits. The result of the event fires randomly, I do not get the popup window asking if I want to pay. I've tried this three times, once the game automatically paid them, the other two times it declined the offer on my behalf. My diplomacy policy is set to manual and all messages in the message log are being displayed. My previous game I started with 1.0.2.0 did not have this issue.

I have attached a save file 10 days before the ghost fleet arrives. Just fast forward and see what happens.
