Is it without conditions? I mean, does the event fire even if there are no Allies bombers in range to deliver the bomb?

Something like Saipan and/or Guam have been captured by the USA.

Why not also linked this to the fact if yes or no the USA has Strategic Bombing 1945 advancement?
Don't know if this is scriptable or not.

Not a bad idea but I can't implement it in the current code.
