Character skills and traits need more randomization

Character skills and traits need more randomization

Leaders tend to get their trained skills pretty quickly. As a result, we always see the same (mostly useless) skills being gained over and over: Civilian Ship Construction Speed and Civilian Ship Maintenance Savings.

Why is this happening? Because the private sector is constantly building ships. And characters will gain skills from things that are happening around them. So they gain those skills. Always!

Same goes for traits: Labour-Oriented is almost always coming up (same reason as above), followed by Expansionist/Isolationist (when meeting first independent) and Peace Through Strength (when building first military ship).

The chance to get a new skill or trait is too high in most cases, leading to the "same" characters leading your empire over and over and over again.

The only exception, which is also a problem, is Scientists. Scientists very rarely have a trait already. They still get skills very easily from the first few projects you'll research when they first appear. But they don't get traits easily. I've finished games where I had 2 Methodical scientists and my other 3-4 Scientists had no trait at all.
