[V 1.0.3.1 beta] Diplomacy Major Bug and One Technology Balance Bug

Diplomacy Bug :
It is not normal that I can trade the same special location with the same empire multiple time.
Exemple :
1- Load savegame
2- Go in diplomacy screen with The Great Boskara Hive,
3- Trade Deadly Lair or any special location for 100k or any amount of cash.
4- Do it multiple time with different amount of cash, until they dont have any cash left.

Technology Bug: The Shockwave Torpedo Large V3 have 4000 Range and the V2 have 4350 Range.
With logic it should be :
V1 - 3740 Range
V2 - 4000 Range
V3 - 4350 Range
