Supply traces for an airbases without planes

What is the reason that turn after turn i am seeing supply traces to this, and few other, airbases when i do not have nor had any planes there?

residual TOE? its probably a marginal amount but sometimes not all the airbase assets leave when the planes are moved

For example this one, and similar status for others, have non 0 TOE and most important they require trucks.
But i never had planes there. It must be bugged. Other airbases are 0 TOE if they are empty.

it is actually not possible to change airbase max TOE
