SMP cost of freight

When a single/double track hex has its full capacity, the cost of SMPs for the freight passing through it is 7 SMPs, the max. If this hex is also subject to an air interdiction level of 6, the add-on MPs for Motorized and Non-Motorized unit are +2 and +1, respectively. They are not SMP.

Q1: What would be the cost of freight pass through the hex with air interdiction level of 6?

The impact of partisan generates interdiction.

Q2: Would the interdiction level which I read from the map be the total of interdiction by air and by partisan?

1 - added to the cost, so its a max of 6 for congestion plus any interdiction

2 - combined, it has the same effect so is shown that way

Q1: There are +2MPs for Mot. units and +1 for Non-Mot units applicable to air interdiction of level 6. It would be either 7 SMPs + 2 MPs or 7 SMPs + 1 MP. Which one is used disregarding their units in difference (i am sure my math teacher flunk me out).

Q2: The max. air interdiction is +3MPs. Is it possible that the combined effect would be greater than +3MPs. If I read the manual correctly, the Partisan effect has not been quantified. Or it is the number inside the circle that I see from the map never exceeding 9.

I don't know, according to section 22.4.3 air interdiction replaces usage penalty, it doesn't add to it:

So if you have an enemy interdiction level of 22 (hex popup value) at the beginning of your logistics phase this would place a usage of 22 x 500 = 11,000 tons on the hex. On a dual track line this would generate a +2 SMP penalty, on single track +5. This would happen regardless of your own rail usage on this hex, unless your previous turn rail usage was greater than 11,000 x 6 = 66,000 tons. In this case the air interdiction level would be ignored as you already have usage greater than 11,000 tons.

no that doesn't say that

Interdiction interacts with rail SMP costs in 2 ways

a) its added to the actual transport usage - and is the only way that shown move penalties can go the cap
b) what the excerpt says is that any interdiction is treated differently to regular usage when the penalties are reset
c) while normal usage is reset as stated, interdiction is reset at a slower rate - or in other words has an effect running into the next turn
