HQ units losing their ZoCs?

Introductory scenario:

I noticed that during the last daylight (evening) turns, all HQs effectively lose their ZOCs. They then get back to normal during the night turn.

It's not a visual issue, it's effective in terms of game play (I noticed because one of my units which should have been cut off stayed supplied). At first I assumed it might be related to the -50% ZOC reduction during night turns (the HQs have 1 ZOC point, reduced by 50% to 0.5, perhaps being rounded down to 0, completely lifting the ZoC?). But then again the issue applies in the last daylight turn, not during night...

Here is a screenshot of a HQ that has lost its ZoC (the issue occurs during the evening turn, so it's visible in the planning phase of the night turn):

But then again I noticed that the ZoC points that are displayed during the planning phase for the night turn are cut in half, which makes total sense because a night turn is coming up (-50% ZoC points).

My suspicion: During turn resolution, zones of control are updated BEFORE supply is resolved? This would explain the issue at hand. Night time ZOC adjustments happen before evening supply is handled (and in turn, morning ZOC adjustments happen before night supply is handled...).
