[solved] Light industry 3 upgrades at wrong cost?

2 zones (ezonar, lamonia) started upgrading light industry 3 but the other one only paid 60% of the cost, it says they both spend 5000+ credits but it never had that much money to spend? One zone is unincorporated but manual does not say they should get them cheaper?

Tried the end turn twice and it does it each time.

They used the public investment, which you can see if you click the Unincorporated zone tab

Ah thanks! Entirely forgot that it is in that tab. Spent some time going through all the zone reports and stuff but still missed a place
