Neutral air space

Is it possible to fly over neutral countries, say on a strategic bombing mission? If not, can a course be plotted around them to the target? If it is allowed, why is it allowed?

Believe the answer is "No" and "Yes"

My question isn't worded completely correctly. I meant to also ask that if it is allowed to fly over a neutral country, say on a strategic bombing mission, what is the rationale for allowing it.

It's not allowed to flow over a neutral, but you can fly around one.
