28.6.4. refers. How to squeeze out the last 5%?

they are 2 different concepts, essentially the most you can repair (with full supply/assets) is 25% per turn - so 4 turns from 100% damage to none.

of that repair only 20% (max) can come from assets called in via the priority repair routines

Please correct me. It does not make sense. Does it mean you pay 1 AP to get less repair?

No it means that in a given turn you can only get 25% repair value, of that 25% only 20% can come from assets committed via priority repair.

So as the manual says, in some situations paying for priority repair is a bit of a waste. These are typically where there is low damage in the first place or where supply constraints are such that repair rates will be low due to that rather than construction assets

I've stopped using priority repair, as long as you keep most of your construction SU in Stavka/OKH the automatic assignment does the job pretty well

I use Priority repair only on "big" railyard damage at 100%, as usually I will need them as important supply nodes.

Otherwise, as Loki stated, the AP is wasted because of the 20% limit.

Assuming you have full supply, roughly, how many construction engineers does it take to reach that 25% per turn?

Also, this doesn't apply to all factory types does it? For example, Oil Production or Resource Production?

I know I have added as many as 3 or 4 construction engineers to repair Oil Production damage and I can't hardly tell they are doing anything.

it depends - different 'factories' have different repair demands

How would someone go about figuring this out? Is there a hard-limit to how many construction engineers that can be potentially used?
