GS icon on/off ... what does this do ?

I am not sure if "GS on/off" is going to solve a issue with ground support ( not ground attack) where 70 Ju 88 will pounce on a 20:1 attack on a Russian static unit that needs to be removed.

In this instance is there a way to STOP air assistance where the benefit is not needed at all. Otherwise one would need to "itemize" ludicrously small HQ attachments so as to SOMEHOW stop this misuse of resources. In other words attaching ground support to AGN for example is just a waste of time ( as its unlikely to know that a 1:1 attack may require it while 20:1 does not).
