Might have found source of many fleet problems

Please increase the attachment limit. The further a game progress, the bigger the saved game files are. Already, if I compress into a zip file, the resulting file is bigger that 10MB and can't be attached. For now, 7zip is able to reduce that to 6.5MB, but it's only a question of time before even 7zip isn't enough. In a thread I created about this (link below), one poster mentioned that his saves, compressed in RAR files (excellent compression format, better that ZIP) are already at 22MB!

We take the time to create bug reports to help you do your work. Why make it difficult or impossible for us to attach saved games to bug reports?

So, please increase the size limit (or ask Slitherine to do it). Or, alternatively, allow the use of multi-part archives (right now, the extension of multi-part archives makes them invisible to the "Add files" function).

While preparing the bug report included below, I've noticed something that might explain a problem that I've encountered many times with fleets. That problem is that after giving the order, the fleet "accepts" it as its mission, but it stays there doing nothing. What I've noticed is that even after the order has become the fleet's mission, the flagship's mission is still the previous one.

Why would that explain the problem described above?

Most of the time, when I encounter that problem, it's when I give a "Capture" order to a fleet. It "accepts" the mission, but the flagship's mission is "No mission". And then it's as if the fleet is busy watching some paint drying: it does nothing!
Between the time the fleet complete its previous mission, and the time I give it a new capture order, its mission is "No mission". Could it be that the flagship is "sticking" to the previous fleet mission ("No mission"), and that the ships being the sheep that they are, "follow" their leader (do nothing)?

I might be wrong about this (I certainly don't have any knowledge of DW2's code), but I find that intriguing... Maybe it's worth looking into...

Now, as to the specific bug report...

I had ordered one of my fleet (the "Def Sastea" fleet) to refuel at an independent colony I'm about to invade (Wansasetui, in the Sastea system; see screenshot below). This colony has Loros Fruit on it, and I sent the fleet there to defend it once conquered.

But way before the fleet arrived at destination, a fleet of the Teekan Industries (I’m at war with them) has been seen moving toward one of my colony (Dubat). So I’ve ordered my fleet to instead guard Dubat (it's not very far from where the fleet is currently). The new mission shows in the fleet's selection panel, but the flagship still has the mission to refuel to the independent colony! And the fleet continues toward the independent colony, instead of moving toward the Dubat colony, which I ordered it to guard.
